Apparently there is a waiver form to sign when purchasing an Iphone outright.  If you don't sign that, Unlocking is for free.  Even so the T (Life) shop manager was huffing and puffing and did not want to acknowledge this at the beginning.
&lt;br&gt;It took three trips to the shop.  But now it all works fine.
